Yes, any person born in Pakistan and he has NADRA ID card ( CNIC / NICOP ) and ID cards of his parents can obtain his NADRA birth certificate from Pakistan without any problem.
Additionally, copy of passport or hospital birth certificate can be useful to prove your birth place for issuance of NADRA birth certificate in Pakistan.
If your birth was never registered before, some late birth registration penalties can be charged by the issuing department.
